OLYMPIA Nearly 98 percent of motorists in Washington are using their seat belts, one of the highest rates in the nation, the states Traffic Safety Commission says. The percentage of Washington drivers and passengers using seat belts rose to 97.6 percent this year, an improvement of 1.2 percentage points from 2009. The usage rate has been hovering around 96.4 percent for several years.
